One Voice MS. August 2021. One Voice Mississippi released a report that builds on the Institute on Taxation and Economic Policy’s annual “Who Pays?” series and analyzes state tax policy and its impact on racial equity in Mississippi. The report gave several recommendations to state policymakers that would reduce racial inequity, including providing refundable tax credits.
